Training

To maximize the effectiveness of Workforce Investment Act training funds, the Morris · Sussex · Warren Workforce Investment Board initiated the following policies effective August 15, 2008:

1.  Due to limited Workforce Investment Act training funds, Morris/Sussex/Warren Employment & Training Services will fund training only for residents of Morris, Sussex and Warren Counties.

2.  Morris/Sussex/Warren Employment & Training Services requires that customers with substantial experience in a demand occupation must perform a ten-week job search before being considered for training.  Customers without substantial experience in a demand occupation will be considered for training immediately.



High School Graduation Requirements

The Morris · Sussex · Warren Workforce Investment Board adopted the following resolution on October 15, 2008:


A RESOLUTION IN SUPPORT OF FLEXIBILITY IN THE
STATE'S NEW GRADUATION REQUIREMENTS  

WHEREAS, the Morris, Sussex, Warren Workforce Investment Board supports
the goal of preparing all students to succeed in high school, college, 
and careers by closing achievement gaps, improving high school 
graduation and college participation rates, and decreasing the number 
of dropouts, and  

WHEREAS, New Jersey needs a research-based secondary reform effort 
that promotes excellence and equity while addressing both individual 
student needs and larger social goals, and  

WHEREAS, the New Jersey Department of Education has proposed a new 
set of high school graduation requirements that are under consideration 
by the State Board of Education, and  

WHEREAS, among its proposals is the mandate that every student take 
Biology, Chemistry, Algebra I, Algebra II, Geometry, World History, 
Economics, and four years of college prep English as well as six new 
end-of-course competency exams, and  

WHEREAS, mandating a single set of required courses will reduce options 
for students who wish to pursue career and technical education and will 
severely threaten the existence of shared-time county vocational school 
programs, now be it therefore  

RESOLVED, that the Morris, Sussex, Warren Workforce Investment Board 
urges the Commissioner and State Board of Education to ensure that the 
state's high school reform initiative respects and preserves 
opportunities for New Jersey’s county vocational-technical schools to 
incorporate rigorous career and technical programs as part of a 
meaningful high school experience, and be it further

RESOLVED, that Morris, Sussex, Warren Workforce Investment Board 
encourages the Commissioner and State Board of Education to give 
career and technical education students the flexibility to pursue 
academic course requirements geared toward their career pathway, 
sufficient time to achieve industry credentials, and multiple ways to 
demonstrate high levels of achievement in secondary school while 
preparing for college and careers, and be it further

RESOLVED, that the Morris, Sussex, Warren Workforce Investment Board 
endorses the development of Personalized Student Learning Plans as an 
appropriate mechanism to provide flexibility for career and technical 
education students to pursue rigorous academics that are relevant to 
their career goals, and be it further

RESOLVED, that the Commissioner and State Board of Education should use 
any new end-of-course exams as diagnostic assessments rather than 
high-stakes graduation tests, and be it further

RESOLVED, that before imposing new mandates, the Department of 
Education should
evaluate the impact of new course and test 
requirements that are currently in place for Biology and Algebra I
and 
identify the resources and district capacity required to meet new standards, 
including costs related to staffing, facilities, and professional development.
